A useful fit-out budget is not a single square-metre rate. It is a transparent model of the actual tenancy, scope, programme and risk. This guide shows what to define before comparing prices.

Start with scope, not a headline rate

Benchmark rates can help with an early sense-check, but they rarely compare like with like.

Existing condition

Record what remains, what is removed and what can be reused. A fitted tenancy, a stripped shell and an occupied refurbishment carry different demolition, protection, services and compliance work.

Operational requirements

Translate the business into areas, customer flow, staff needs, storage, equipment, lighting, acoustics, security and cleaning requirements. These decisions shape both construction and specialist packages.

Quality and finish

Define the expected durability and presentation level for floors, walls, ceilings, joinery, fittings and signage. Without a clear finish schedule, quotations may price different outcomes.

What the rate includes

Ask whether any benchmark includes design fees, consultants, consent fees, services, furniture, IT, equipment, signage, landlord works, after-hours work, contingency and tax. Record exclusions rather than assuming them.

Allow for the site and approvals

Building services

Electrical capacity, data, lighting, HVAC, plumbing, drainage, fire systems and kitchen equipment interfaces can be major cost drivers. Verify existing capacity and connection points before design is fixed.

Consent and compliance

Some existing non-residential interior alterations may be exempt, but work affecting structure, specified systems, fire separations or sanitary plumbing falls outside that exemption. A first fit-out of a new shell is also outside it.

Landlord and centre rules

Include landlord review, inductions, temporary protection, delivery routes, loading limits, shutdown approvals and required after-hours work. These constraints can affect preliminaries and productivity.

Build a comparable project budget

Use one scope schedule

Issue the same coordinated information to each pricing party. Separate fixed items, provisional sums, client-supplied items and exclusions so differences are visible.

Keep contingency explicit

Set contingency according to design completeness and site uncertainty. Hold it as a managed project allowance, not as an invisible amount spread through unrelated trades.

Track decisions and changes

Record each change, its cost, programme effect and approval before work proceeds where practicable. A decision register protects the working budget from gradual scope drift.

Protect the opening date

Budget decisions should be tested against procurement and approvals. A cheaper late substitution can cost more if it delays manufacture, inspection or opening.
